Lustica Bay is Montenegro's largest private development, and the connection to our own background runs deeper than most buyers realise -- it's developed by Lustica Development AD, a company 90% owned by Orascom Development Holding, the same group behind El Gouna on Egypt's Red Sea. The Government of Montenegro holds the remaining 10%.

The town covers 690 hectares and roughly 6km of coastline on the Lustica Peninsula, across the bay from Tivat, with a total planned investment of around €1 billion over a 15-year build-out -- some €574–600 million already committed. The Chedi Lustica Bay, a five-star hotel that opened in 2019 and holds a MICHELIN Key, anchors the Marina Village, alongside a second hotel, Centrale by Angsana. The marina itself has 115 berths for yachts up to 45 metres, and five beaches run along the development: Chedi, Almara, Pecka, Marina, and Azzure.

A Gary Player-designed 18-hole golf course is currently under construction on the hillside above the marina -- the first nine holes are targeted for 2026, with the full course expected by 2028. A newer residential phase, Horizon, has just launched on the elevated slopes above the golf course, chosen partly for a genuine archaeological find uncovered during construction: the Radov Stone, a historic waypoint once used by Adriatic sailors.

Around 1,500 residential units are planned across the full masterplan. Ownership is full freehold for foreign buyers -- Montenegro's only real restriction is on large agricultural or forest parcels over 5,000m², which doesn't touch anything sold here. Per-square-metre pricing at Lustica Bay runs well above the Montenegro coastal average (roughly €6,000–15,000/m² against a national coastal new-build average near €2,458/m²), reflecting the branded, resort-managed nature of the product -- most owners buy as a second home or a rental-managed investment, with cited high-season rental yields in the 4–6% range.

Just across the bay from Lustica Bay, Tivat is Montenegro's most internationally connected coastal town -- home to Porto Montenegro, the country's flagship superyacht marina, and Tivat Airport, the nearest international airport to both Tivat itself and Lustica Bay (roughly 20 minutes by car). Tivat's property market is the most liquid on this stretch of coast, with a genuine resale market rather than a purely off-plan one.

Bar sits further south along Montenegro's coast, with a different profile from Tivat and Lustica Bay -- a real Montenegrin town with its own working port, rather than a purpose-built resort development. Property here trades at a meaningful discount to Lustica Bay and Tivat, and the market skews toward value and resale rather than new branded-resort stock.
